U.S. President Bush re-stated his commitment to withdraw troops from Iraq and outlined goals for training Iraqi security forces that will guide such withdrawal. The presidential speech followed from a newly released White House document titled the National Strategy for Victory in Iraq. White House Press Secretary Scott McCellen claimed that the strategy outlined is what the administration has been following since 2003, and said that the released document is simply an unclassified version of the same for the public to review.

This release follows growing public and congressional dissatisfaction over the continuing violence in Iraq, rising US and Iraqi death toll, revelations of corruption and misadministration in the reconstruction program and the administration’s handling of the war. A day before the president’s address, Sen. Hillary Clinton, in an E-mail to her supporters had said “Given years of assurances that the war was nearly over and that the insurgents were in their ‘last throes,’ this administration was either not being honest with the American people or did not know what was going on in Iraq.”

“As the Iraqi forces gain experience and the political process advances, we will be able to decrease our troop levels in Iraq without losing our capability to defeat the terrorists. These decisions about troop levels will be driven by the conditions on the ground in Iraq and the good judgment of our commanders,” stated the President on Nov. 30 while speaking to Midshipmen at the United States Naval Academy in Annapolis, Maryland.

As was expected, Bush did not set a timeframe for U.S. troop withdrawal, which is in direct opposition to recent calls for such a timetable by congressional leaders. The administration and its supporters label such a timeframe as “artificial”. In his speech, Bush characterized those calling for a withdrawal deadline as “sincere, but…sincerely wrong.” and said “Setting an artificial deadline to withdraw would vindicate the terrorists’ tactics of beheadings and suicide bombings and mass murder — and invite new attacks on America.”

Bush admitted that there had been “some setbacks in training Iraq’s security forces,” and that their performance is still “uneven in some areas.” Earlier, in a congressional briefing, General Casey, the top U.S. commander in Iraq, had said that so far only one Iraqi battalion out of 120 being trained was capable of mounting operations without support from U.S. forces. The strategy document released also stated that “it’s not realistic to expect a fully functioning democracy able to defeat its enemies three years after Saddam is finally removed from power,” prompting questions about when the administration made such a determination.

In the White House press briefing Scott McClellan did not directly answer a question about which, if any of the short, medium and long term goals set out in the strategy has been achieved, saying that “I want to say we’ve made real progress on all three fronts of the strategy for victory.” Senate Majority leader Bill Frist (R-Tenn) echoed the same sentiment, saying ” … examining the results on the ground, it’s clear that we continue to make progress on the political, security and economic fronts”

Senator John Kerry (D-Mass), felt the President was ignoring what his own generals are telling him.

“The large presence of American forces on the ground feeds the insurgency,” stated Kerry.

Democratic politicians generally dismissed the speech as a repeat of old rhetoric.

Harry Reid (D-Nev), Senate minority leader, accused Bush of “recycling his tired rhetoric of ‘stay the course’.” According to Reid, Bush had “missed an opportunity to lay out a real strategy for success in Iraq that will bring our troops safely home.”

Steve Clemons, director of the American Strategy Programme at the New America Foundation, said Bush’s war aims failed to address the strains on U.S. armed forces imposed by Iraq. “It’s a very expansive commitment and it blows by the structural questions,” stated Clemons. He added that those problems could only be resolved by a withdrawal, changing the current rules limiting the frequency of combat tours for individual units, or by moving towards a draft. Clemons said Bush was trying to escape those problems by portraying Iraqi forces as more ready than they actually are.

Washington spends more than $6b a month to keep its forces in Iraq. More than 2,100 Americans and many more thousands of Iraqis have been killed since the March 2003 invasion.

The 1999 and 2000 year model Honda Civic SiR tops the list of Canada’s most stolen cars.

Consumer popularity also assures the cars will be popular with thieves. Its the second year in a row the Honda SiR has topped the list.

Rick Dubin Vice President of Investigations for the Insurance Bureau of Canada said “The Civics are easy targets.”

Dubin said that once stolen, the cars are most often sold to “chop shops” where thieves completely dismantle the vehicles. The automobile’s individual parts are worth more than the entire car.

The sheer numbers of the cars and their lack of theft deterrent systems make them thieves’ preferred choices.

1999 and 2000 Honda Civics do not come with an electronic immobilizer, however all Hondas from 2001 and onward are equipped with an immobilizer. Immobilizers will be mandatory on all new cars sold beginning September 2007. The devices enable an engine computer to recognize an electronic code in the key. If the code in the key and the engine don’t match exactly, the vehicle can’t be started.

In third place was the 2004 Subaru Impreza, while the 1999 Acura Integra came in fourth, with the 1994 Honda Civic rounding out the top five.

In sixth place, the 1998 Acura Integra, and the 1993 Dodge Shadow completed seventh.

When asked why early model vehicles are selected, he said that, “auto thieves continue to find it easier to steal older vehicles lacking an IBC-approved immobilizer. We’ve seen this trend developing for several years, and these results confirm it.”

Another Honda automobile, the 1996 year model Civic filled eighth place, with the 2000 German Audi TT Quattro in ninth.

The American 1996 Chevrolet/GMC Blazer rounded out the top ten.

None of the above cars had an electronic immobilizer.

Due to the damage by Hurricane Katrina and subsequent flooding, a number of colleges and universities in the New Orleans metropolitan area will not be able to hold classes for the fall 2005 semester. It is estimated that 75,000 to 100,000 students have been displaced. [1]. In response, institutions across the United States and Canada are offering late registration for displaced students so that their academic progress is not unduly delayed. Some are offering free or reduced admission to displaced students. At some universities, especially state universities, this offer is limited to residents of the area.

Ebner Anivel Rivera-Paz, A leader of the vicious Mara Salvatruchas(MS-13) gang, has issued orders from his prison cell for his followers to teach the American “Minutemen” volunteers a lesson when they begin patrolling the Mexican border tomorrow.

MS-13 gang members are considered to be America’s most violent gang with such acts of barbarism as to “cut off the testicles of their enemies and feed them to their vicious dogs” and “cut the heads off their opponents to play soccer with them”. However, such allegations of brutality doesn’t seem to frighten the “Minutemen” who are a group of Americans who are organizing more than 1,000 volunteers to patrol the Arizona-Mexico border beginning April 1st. They have been called vigilantes by Presidents Bush and Fox and sometimes sarcastically refer to themselves as “undocumented border patrol agents”. James Gilchrist, a Vietnam veteran and spokesman for the minutemen in response to the MS-13 threat; “We’re not worried because half of our recruits are retired trained combat soldiers..they(MS-13) are just a bunch of punks.”

MS-13 gang now has about 20,000 members nationwide and U.S. Immigration and Customs Enforcement (ICE), has begun to focus on the gang with an initiative they call “Operation Community Shield”. The very existence of MS-13 is considered by the Conservative Voice to be a direct consequence of the USA government’s 1980’s policies in Central America; “the chickens are coming home to roost.Its(MS-13) members are the sons of immigrants from El Salvador and other Central American countries that were forced to flee because of the CIA instigated war during the Reagan Administration that completely destroyed the physical, economic, social, religious and cultural infrastructure of the region. MS-13 was founded in Los Angeles by the offspring of the immigrants for protection.”

Australian shadow minister for work, family, youth, and community, Tanya Plibersek, gave a speech today on poverty as part of Anti-Poverty Week 2005. During the speech she criticised the government in a number of areas, including not committing to the UN Millennium Development Goals, the proposed industrial relations legislation, and the governments funding of services for the homeless.

Anti-Poverty Week runs from Monday 17th to Friday 21st October, and is derived from the United Nations International Day for the Eradication of Poverty on October 17th. Shaun Mortimer, the coordinator of Anti-Poverty Week at UNSW, said that the week was about “creating awareness and finding solutions to the plight of those living in poverty all around the world.”

Ms Plibersek said that Australia is not doing enough to help those in poverty overseas. She said that Australia currently gives 0.28% of its Gross National Income in foreign aid, however this is far short of the United Nations target of 0.7%.

“The Australian government is refusing to commit to the 0.7% target,” she said.

The UN development goal states that governments should reach the target by 2015. Labor has committed to meet the target, but the government has not.

“Labor is committed to the 0.7% target. In the interim, the government should be spending 0.5% of GNI,” Ms Plibersek said.

Shadow Minister Plibersek accused the government of weakening Australias commitment to the Millennium Development Goals. The goals were agreed to in 2000 by all 191 member states of the United Nations. There are 8 goals, which signatory states have committed to work towards. The eight goals are:

1. Eradicate extreme poverty and hunger
2. Achieve universal primary education
3. Promote gender equality and empower women
4. Reduce child mortality
5. Improve maternal health
6. Combat HIV/AIDS, malaria, and other diseases
7. Ensure environmental sustainability
8. Develop a global partnership for development

Ms Plibersek said that Australia signed on to the goals, but is now not honouring that commitment, and is attempting to reduce the impact of the goals in an attempt to win the favour of the United States.

“We signed on to the millennium goals,” she said.

“In it’s rush to be popular with the US the government went along with watering down the millennium goals”

Shadow Minister Plibersek strongly criticised the governments proposed industrial relations legislation. She argued that the proposed changes will disproportionately affect already vulnerable people such as single mothers, and push working people into poverty.

“Industrial relations changes will see poverty worsen. It will increase the number of working poor,” she said.

Speaking about the governments hypthetical worker, “Billy”, used in promotional material, Ms Plibersek said individual workplace agreements will result in lowered working conditions for all workers. She also claimed that if a working person is paid a wage that does not provide them with enough resources to live, they will need to depend on government services such as income support, and therefore taxpayers will be subsidising the low wages.

“If Billy can not earn enough to live, then taxpayers are effectively subsidising business,” she said.

“If the system has no minimum standards it will drag everyone down. Unions have fought against this for over a century”

Ms Plibersek spoke about the problem of poverty in Australia. She said that 2.4 million people in Australia are living below the poverty line, and 1 million of them have jobs. She also argued that wealth inequality is getting worse.

“We have a nation now more divided than ever. The rich are getting richer and the poor are getting poorer,” she said.

Ms Plibersek felt that this situation was unnaceptable, and that the solution was only a matter of will.

“I don’t think we have to accept that people will always be poor. It is a situation we allow,” she said.

She also criticised the government for inadequately funding services for the homeless, and said that many homeless people who wanted help were unable to find any. Ms Plibersek argued that women escaping domestic violence were especially affected by this situation.

“We turn away 1 in 2 people who approach homeless services for help,” she said.

Ms Plibersek also condemned what the government describes as the “skills shortage”, saying that there are lots of Australians willing to gain skills, but are unable to get places in training institutions.

“We turn 20,000 people away from TAFE and University each year,” she said.
