Ebner Anivel Rivera-Paz, A leader of the vicious Mara Salvatruchas(MS-13) gang, has issued orders from his prison cell for his followers to teach the American “Minutemen” volunteers a lesson when they begin patrolling the Mexican border tomorrow.

MS-13 gang members are considered to be America’s most violent gang with such acts of barbarism as to “cut off the testicles of their enemies and feed them to their vicious dogs” and “cut the heads off their opponents to play soccer with them”. However, such allegations of brutality doesn’t seem to frighten the “Minutemen” who are a group of Americans who are organizing more than 1,000 volunteers to patrol the Arizona-Mexico border beginning April 1st. They have been called vigilantes by Presidents Bush and Fox and sometimes sarcastically refer to themselves as “undocumented border patrol agents”. James Gilchrist, a Vietnam veteran and spokesman for the minutemen in response to the MS-13 threat; “We’re not worried because half of our recruits are retired trained combat soldiers..they(MS-13) are just a bunch of punks.”

MS-13 gang now has about 20,000 members nationwide and U.S. Immigration and Customs Enforcement (ICE), has begun to focus on the gang with an initiative they call “Operation Community Shield”. The very existence of MS-13 is considered by the Conservative Voice to be a direct consequence of the USA government’s 1980’s policies in Central America; “the chickens are coming home to roost.Its(MS-13) members are the sons of immigrants from El Salvador and other Central American countries that were forced to flee because of the CIA instigated war during the Reagan Administration that completely destroyed the physical, economic, social, religious and cultural infrastructure of the region. MS-13 was founded in Los Angeles by the offspring of the immigrants for protection.”

Australian shadow minister for work, family, youth, and community, Tanya Plibersek, gave a speech today on poverty as part of Anti-Poverty Week 2005. During the speech she criticised the government in a number of areas, including not committing to the UN Millennium Development Goals, the proposed industrial relations legislation, and the governments funding of services for the homeless.

Anti-Poverty Week runs from Monday 17th to Friday 21st October, and is derived from the United Nations International Day for the Eradication of Poverty on October 17th. Shaun Mortimer, the coordinator of Anti-Poverty Week at UNSW, said that the week was about “creating awareness and finding solutions to the plight of those living in poverty all around the world.”

Ms Plibersek said that Australia is not doing enough to help those in poverty overseas. She said that Australia currently gives 0.28% of its Gross National Income in foreign aid, however this is far short of the United Nations target of 0.7%.

“The Australian government is refusing to commit to the 0.7% target,” she said.

The UN development goal states that governments should reach the target by 2015. Labor has committed to meet the target, but the government has not.

“Labor is committed to the 0.7% target. In the interim, the government should be spending 0.5% of GNI,” Ms Plibersek said.

Shadow Minister Plibersek accused the government of weakening Australias commitment to the Millennium Development Goals. The goals were agreed to in 2000 by all 191 member states of the United Nations. There are 8 goals, which signatory states have committed to work towards. The eight goals are:

  1. Eradicate extreme poverty and hunger
  2. Achieve universal primary education
  3. Promote gender equality and empower women
  4. Reduce child mortality
  5. Improve maternal health
  6. Combat HIV/AIDS, malaria, and other diseases
  7. Ensure environmental sustainability
  8. Develop a global partnership for development

Ms Plibersek said that Australia signed on to the goals, but is now not honouring that commitment, and is attempting to reduce the impact of the goals in an attempt to win the favour of the United States.

“We signed on to the millennium goals,” she said.

“In it’s rush to be popular with the US the government went along with watering down the millennium goals”

Shadow Minister Plibersek strongly criticised the governments proposed industrial relations legislation. She argued that the proposed changes will disproportionately affect already vulnerable people such as single mothers, and push working people into poverty.

“Industrial relations changes will see poverty worsen. It will increase the number of working poor,” she said.

Speaking about the governments hypthetical worker, “Billy”, used in promotional material, Ms Plibersek said individual workplace agreements will result in lowered working conditions for all workers. She also claimed that if a working person is paid a wage that does not provide them with enough resources to live, they will need to depend on government services such as income support, and therefore taxpayers will be subsidising the low wages.

“If Billy can not earn enough to live, then taxpayers are effectively subsidising business,” she said.

“If the system has no minimum standards it will drag everyone down. Unions have fought against this for over a century”

Ms Plibersek spoke about the problem of poverty in Australia. She said that 2.4 million people in Australia are living below the poverty line, and 1 million of them have jobs. She also argued that wealth inequality is getting worse.

“We have a nation now more divided than ever. The rich are getting richer and the poor are getting poorer,” she said.

Ms Plibersek felt that this situation was unnaceptable, and that the solution was only a matter of will.

“I don’t think we have to accept that people will always be poor. It is a situation we allow,” she said.

She also criticised the government for inadequately funding services for the homeless, and said that many homeless people who wanted help were unable to find any. Ms Plibersek argued that women escaping domestic violence were especially affected by this situation.

“We turn away 1 in 2 people who approach homeless services for help,” she said.

Ms Plibersek also condemned what the government describes as the “skills shortage”, saying that there are lots of Australians willing to gain skills, but are unable to get places in training institutions.

“We turn 20,000 people away from TAFE and University each year,” she said.

I Hate Jogging!!!

Everything there is about it is wrong. You either run or you walk. Jogging as a warm-up – NOT!; Jogging as a workout – NOT!! In my opinion jogging should be outlawed. Jogging is something the English invented and America adopted and eventually created a compulsive passion for in their attempt to get. Do you get the idea I have an opinion on this matter. You have no idea. There have been times of near madness that while observing the bad posture, painful looking, laboring, pounding foot strikes of a bad jogger running alongside the slanted, pitted edge of the road in a cloud of car exhaust as I drove up on them and for that brief moment I actually believed I would be doing them a favor by running them down and putting them out of their misery. So far I haven’t snapped.

If you know how to run it surely can be used as a part of a fitness program. If you are an athlete involved in pivotal sports, there are much better alternatives than running slow for a long period of time. Joggers’ intentions are honorable in finding an activity to improve or maintain their fitness, but when an activity is damaging important parts of your body in a cumulative fashion an argument for finding an alternative arises without much of an intelligent come back available.

There is a significant difference between running and jogging. Running is efficient, graceful, light footed, balanced and a biomechanical sound movement. Jogging is characterized by various degrees of incorrect movement techniques and posture. Posture is rarely close to acceptable ranging from hunched over and placing., tremendous stress on the thoracic and cervical spine to running ramrod erect with a pronounced hyperextension of the cervical spine which magnifies the compressive force on the lower back. Running: Personally, I am not a fan of distance running for fitness. Ice, uneven grades, foot, ankle, knee, hip, low back, neck pounding repetitions on hard surfaces, and car exhaust are a few of the negative impacts associated with running. On the other hand, I know many people enjoy it and it is a cost free form of exercise that can be done outdoors. Notice I stated that I am not a fan of distance running as opposed to running. A major portion of my all around training is running intervals on a track or a field. As with all the areas of fitness, maintaining good technique is the key to safety and performance. When running intervals I am using the muscles of the body to challenge the ground with each step, minimalizing concussive force in the joints up the length of my body.

Running is a world away from jogging. Two completely different animals. Jogging is characterized by various methods and degrees of ill form. Joggers can demonstrate a posture that ranges from having an hyper-extension of the lower bask to being hunged over, carry their arms too high, land heavily on the heel, and have their feet turning inward or outward. Such form uses excess energy and magnifies the impact of the each footstike, twising ankles, knees and hips as well as providing dangerous compressive impact to your spine, especially the lumbar area.. A well trained runner can move much faster than a jogger, yet experience much less impact due to a smooth form that minimizes vertical motion, and which doesn’t exhibit the heavy rear-foot landing during the footstrike. Think about it!

In February 2017, the Iranian Chess Federation announced two teenage chess players, Dorsa Derakhshani and her younger brother Borna Derakhshani, were banned from representing the national team. The federation announced their decision although Dorsa Derakhshani had previously decided and informed the chess federation she did not wish to play for Iran.

Dorsa Derakhshani is currently 21 years old and holds the International Master (IM) as well as Woman Grand Master (WGM) titles. Her brother, Borna, plays for the English Federation and holds the FIDE Master title.

Dorsa Derakhshani was banned since she did not wear a hijab, an Islamic headscarf, while competing at the Tradewise Gibraltar Chess Festival in January 2017. Under the laws of Islamic Republic of Iran, hijab is a mandatory dress code. Her brother Borna Deraskhsani was banned for playing against Israeli Grand Master (GM) Alexander Huzman at the same tournament. Iran does not recognise the existence of Israel, and previously, Irani athletes have avoided playing against Israeli athletes.

A report accidentally published on the Internet provides insight into a secretive European Union surveillance project designed to monitor its citizens, as reported by Wikileaks earlier this month. Project INDECT aims to mine data from television, internet traffic, cellphone conversations, p2p file sharing and a range of other sources for crime prevention and threat prediction. The €14.68 million project began in January, 2009, and is scheduled to continue for five years under its current mandate.

INDECT produced the accidentally published report as part of their “Extraction of Information for Crime Prevention by Combining Web Derived Knowledge and Unstructured Data” project, but do not enumerate all potential applications of the search and surveillance technology. Police are discussed as a prime example of users, with Polish and British forces detailed as active project participants. INDECT is funded under the European Commission’s Seventh Framework Programme (FP7), and includes participation from Austria, Bulgaria, Czech Republic, France, Germany, Hungary, Poland, Slovakia, Spain, and the United Kingdom.

Indicated in the initial trial’s report, the scope of data collected is particularly broad; days of television news, radio, newspapers, and recorded telephone conversations are included. Several weeks of content from online sources were agglomerated, including mining Wikipedia for users’ and article subjects’ relations with others, organisations, and in-project movements.

Watermarking of published digital works such as film, audio, or other documents is discussed in the Project INDECT remit; its purpose is to integrate and track this information, its movement within the system and across the Internet. An unreleased promotional video for INDECT located on YouTube is shown to the right. The simplified example of the system in operation shows a file of documents with a visible INDECT-titled cover taken from an office and exchanged in a car park. How the police are alerted to the document theft is unclear in the video; as a “threat”, it would be the INDECT system’s job to predict it.

Throughout the video use of CCTV equipment, facial recognition, number plate reading, and aerial surveillance give friend-or-foe information with an overlaid map to authorities. The police proactively use this information to coordinate locating, pursuing, and capturing the document recipient. The file of documents is retrieved, and the recipient roughly detained.

Technology research performed as part of Project INDECT has clear use in countering industrial and international espionage, although the potential use in maintaining any security and predicting leaks is much broader. Quoted in the UK’s Daily Telegraph, Liberty’s director, Shami Chakrabarti, described a possible future implementation of INDECT as a “sinister step” with “positively chilling” repercussions Europe-wide.

“It is inevitable that the project has a sensitive dimension due to the security focussed goals of the project,” Suresh Manandhar, leader of the University of York researchers involved in the “Work Package 4” INDECT component, responded to Wikinews. “However, it is important to bear in mind that the scientific methods are much more general and has wider applications. The project will most likely have lot of commercial potential. The project has an Ethics board to oversee the project activities. As a responsible scientists [sic] it is of utmost importance to us that we conform to ethical guidelines.”

Although Wikinews attempted to contact Professor Helen Petrie of York University, the local member of Project INDECT’s Ethics board, no response was forthcoming. The professor’s area of expertise is universal access, and she has authored a variety of papers on web-accessibility for blind and disabled users. A full list of the Ethics board members is unavailable, making their suitability unassessable and distancing them from public accountability.

One potential application of Project INDECT would be implementation and enforcement of the U.K.’s “MoD Manual of Security“. The 2,389-page 2001 version passed to Wikileaks this month — commonly known as JSP-440, and marked “RESTRICTED” — goes into considerable detail on how, as a serious threat, investigative journalists should be monitored, and effectively thwarted; just the scenario the Project INDECT video could be portraying.

When approached by Wikinews about the implications of using INDECT, a representative of the U.K.’s Attorney General declined to comment on legal checks and balances such a system might require. Further U.K. enquiries were eventually referred to the Police Service of Northern Ireland, who have not yet responded.

Wikinews’ Brian McNeil contacted Eddan Katz, the International Affairs Director for the Electronic Frontier Foundation (E.F.F.). Katz last spoke to Wikinews in early 2008 on copyright, not long after taking his current position with the E.F.F. He was back in Brussels to speak to EU officials, Project INDECT was on his agenda too — having learned of it only two weeks earlier. Katz linked Project INDECT with a September report, NeoConopticon — The EU Security-Industrial Complex, authored by Ben Hayes for the Transnational Institute. The report raises serious questions about the heavy involvement of defence and IT companies in “security research”.

On the record, Katz answered a few questions for Wikinews.

((WN)) Is this illegal? Is this an invasion of privacy? Spying on citizens?

((WN)) Who is making the decisions based on this information, about what?

E.K. What’s concerning to such a large extent is the fact that the projects seem to be agnostic to that question. These are the searching systems and those people that are working on it in these research labs do search technology anyway. […] but its inclusion in a database and its availability to law enforcement and its simultaneity of application that’s so concerning, […] because the people who built it aren’t thinking about those questions, and the social questions, and the political questions, and all this kind of stuff. [… It] seems like it’s intransparent, unaccountable.

The E.U. report Katz refers to was ratified just six days before the September 11 attacks that brought down the twin towers of the World Trade Center. In their analysis of the never-officially-recognised U.S. Echelon spy system it states, “[i]n principle, activities and measures undertaken for the purposes of state security or law enforcement do not fall within the scope of the EC Treaty.” On privacy and data-protection legislation enacted at E.U. level it comments, “[such does] not apply to ‘the processing of data/activities concerning public security, defence, state security (including the economic well-being of the state when the activities relate to state security matters) and the activities of the state in areas of criminal law'”.

Part of the remit in their analysis of Echelon was rumours of ‘commercial abuse’ of intelligence; “[i]f a Member State were to promote the use of an interception system, which was also used for industrial espionage, by allowing its own intelligence service to operate such a system or by giving foreign intelligence services access to its territory for this purpose, it would undoubtedly constitute a breach of EC law […] activities of this kind would be fundamentally at odds with the concept of a common market underpinning the EC Treaty, as it would amount to a distortion of competition”.

Ben Hayes’ NeoConoptiocon report, in a concluding section, “Following the money“, states, “[w]hat is happening in practice is that multinational corporations are using the ESRP [European Seventh Research Programme] to promote their own profit-driven agendas, while the EU is using the programme to further its own security and defence policy objectives. As suggested from the outset of this report, the kind of security described above represents a marriage of unchecked police powers and unbridled capitalism, at the expense of the democratic system.”

On Monday, Hungarian daily newspaper Magyar Nemzet revealed a deal whereby, on October 29, Hungarian state-owned enterprise HDT Védelmi Ipari Kft. (HDT Limited) acquired Austrian mortar and shell manufacturer Hirtenberger Defence Group. Hirtenberger Defence Group also acknowledged the deal.

In the deal, Austrian, United Kingdom and New Zealand production sites are to be kept, with market sales expected to cover for the price in the long run. A government-guaranteed loan covered the costs, but the exact figure was kept secret.

The November 4 issue of Magyar Nemzet published an interview with Gáspár Maróth, the Hungarian Government commissioner responsible for defence, defence industries and coordinating defence modernization, in which the deal was announced. On the same day, the Hirtenberger Defence Group issued a corresponding press release.

While not naming any other bidders, Maróth said the Hungarian bid won after lengthy negotiations, out of mulitple competing offers. He said he expects no political turmoil between the neighboring Austria and Hungary over the sale. He also noted the acquisition fits into the Hungarian “outward investment” ((hu))Hungarian language: ?t?kekihelyezési strategy of Prime Minister Viktor Orbán.

The Austrian partner asked for the price to be kept secret, but the commissioner stated the purchase was financed by a loan, so it is not a burden on the state budget. With government resolution No. 1430/2019, the state issued an indemnity bond to cover for HDT’s 38.8 million euro loan, and daily Népszava covered the story with a headline pointing out that amount as the presumed price. The creditor Hungarian Development Bank is state-owned as well. Already-queued orders won’t leave idle capacity for some years, Maróth said, and paying back this loan seems realistic; unnamed industry experts called this dubious to Népszava, as the market is saturated and margins are thin, while noting this kind of equipment is needed by the Defence Forces.

The company structure remains unchanged and all sites continue to operate, but Hungarian engineers are to join the research and development team. Maróth pointed out it would have been much more costly and time-consuming to research mortar technology than to acquire it this way.
